Introduction to the CU-TR certification：
According to the agreement “Common Guidelines and Rules on Technical Specifications of the Republic of Kazakhstan, the Republic of Belarus and the Russian Federation” signed by Russia, Belarus and Kazakhstan on October 18, 2010, the Customs Union Committee is committed to formulating uniform standards and requirements to ensure product safety. One kind of certification is common to all three countries, thus forming the CU-TR certification of Russia-Belarus Customs Union. The unified mark is EAC.

In order to make the trade between the Union countries easier, and to avoid technical regulations and barriers to importing and exporting products within this customs union, the Customs Union legislation issued a mandatory Customs Union TR technical regulations certificate, Customs Union Technical Regulations certificate: is to prove that The only proof that the product conforms to the technical regulations of the Customs Union. This certificate applies to: Russia, Belarus, and Kazakhstan.
From February 15, 2013, products that fall within the scope of certification of the Russian-Belarus Customs Union (CU) will be compulsorily applied for CU-TR certification. As of March 15, 2013, Russia, Kazakhstan, and Belarus have ceased to issue GOST certificates of their old regulations.
Product Range
Russia, Kazakhstan, and Belarus all have their own GOST standard systems. After the formation of the Customs Union, the member states of the Union cited a large number of European standards and ISO standards of the International Standards Committee. Some standards retain the original European standard or ISO standard number during the reference process.
According to the Resolution No. 526 of the League Committee on January 28, 2011, there are 61 categories of products that require CU-TR certification. February 15, 2013 began to enforce in batches. The list of specific certified products is as follows:

Certification classification：
CU-TR Qualification Certificate: A certification certificate issued by a certification body and a testing laboratory (center) under the unified certification and registration of the Customs Union, which can be applied by any client. At present, a single batch of CU-TR certificate needs to be sent to foreign countries for testing; 1 year and 3 years and 5 years of batches must be reviewed by foreign expert factories and samples are tested abroad.
CU-TR conformity certification: the declaration of conformity of own products based on the participation of the Customs Union certification body. At present, more than 90% of the products in the mandatory list require a CU-TR conformity declaration certificate, which can only be held by foreign customers. witness. The application needs to provide the foreign customer's trade contract and business license, which can be exempted from sample testing and factory audit.
Certification：
1. Scope of application:
The Customs Union CU certification is applicable to the entire territory of Russia, Belarus, and Kazakhstan, and has the same legal effect in any place within the customs union. After February 15, 2013, the customs of the three countries will begin to check the new CU-TR certification. The original GOST-R, GOST-K and GOST-B certificates under the certification systems of various countries will cease to be issued. The latest validity period is 2015 3 On the 15th.

The Customs Union TR technical regulations certificate includes 2 types: Customs Union Customs Union TR Qualification Certificate and Customs Union Customs Union TR Declaration Declaration of Conformity:

2) Customs Union TR Declaration of Conformity Declaration: A declaration of conformity to its products based on the participation of the Customs Union certification body.
3. The issuing authority of the Customs Union TR certificate is: the certification authority registered by the Customs Union.

The validity period of the Customs Union CU certification is divided into: single batch certificate; 1-year certificate; 3-year certificate; 5-year certificate.
The single batch certificate needs to submit the supply contract signed with the CIS countries; the certificate with a validity period of 1 year or more is called a continuity certificate, and can be exported multiple times within the validity period. It requires an expert from the certification body to conduct a factory audit. The production plant must have an ISO 9001 system certificate.
application process：
1. Certificate applicant
The applicant of the CU certification must be an enterprise or entrepreneur in the customs union country, and the name of the foreign company can only be reflected on the certificate as the manufacturer. When applying for a certificate, it is necessary to provide the applicant's company registration certificate, tax registration certificate, company telephone number, address, and the position and name of the person in charge.
2. Steps
The first step: fill in the Customs Union CU-TR certification application form, confirm the export product name, model, quantity, product customs code.
Step 2: The certification body confirms the product category based on the customs code and product information, and decides on the certification scheme.
The third step: the manufacturer submits the Russian materials and technical documents, test reports, and supply contracts with the CIS countries according to the certification scheme of the certification body.
Step 4: Experts from the certification body go to the production plant for product testing and quality system audit (if necessary)
The fifth step: the production factory revises the product information file or quality system file according to the expert opinions of the organization (such as the initial audit fails).
Step 6: The certification body produces a draft certificate, and the applicant confirms that the draft is accurate and feeds it back to the organization.
Step 7: Issuing the certificate.
Step 8: Paste the EAC certification mark on the product name plate and clear the copy of the certificate.
