The latest changes to the air transport regulations for lithium batteries in 2019

Time:2020-6-1 17:59:24   Click:
The International Air Transport Association recently released a summary of the newly revised 2019 Dangerous Goods Air Transport Regulations (IATA DGR 60th). The new rules will directly affect
The requirements of UN38.3 in 2019 have a significant impact on the transportation of lithium batteries.

There are several major changes related to lithium batteries:
1. Lithium battery air transportation simplifies and standardizes the loading requirements applicable to battery-driven walkers in clauses 2.3.2.2, 2.3.2.3, 2.3.2.4, which requires air operators to be responsible for ensuring that walkers are properly done fixed
And protection to prevent the walker from being damaged and dangerous by the influence of other luggage or cargo; the term "collapsible" applicable to lithium ion battery-driven walkers in the 59th edition of DGR has been deleted;

2. Clause 3.9.2.6 adds two sub-clauses (f) and (g), which respectively stipulate:

(f) Add a new category criterion to explain the situation of hybrid lithium batteries containing lithium metal and lithium ion batteries.

(g) Starting from January 1, 2020, lithium battery or lithium battery manufacturers and subsequent distributors must provide a summary description of their UN38.3 test.

3. New dangerous goods item is added to the 4.2 dangerous goods list, UN 3536, lithium battery installed in the cargo transportation unit;

4. The 4.2 dangerous goods list list, the ERG code in the Nth column under the entry for all lithium batteries is changed from the original 9FZ to 12FZ;

5. Section 4.4 Special Provisions (SP), amending A201 to include a permission clause that allows lithium metal batteries or lithium ion batteries to be obtained under the availability of the air carrier, destination country and region
Can be transported by passenger plane if approved by the state of

6. Section 4.4 Special Provisions (SP), under which new SP entries are added, namely A213 and A334, which are respectively stipulated as follows: A213 For hybrids containing lithium metal batteries and lithium ion batteries
Lithium batteries must be assigned to UN 3090 or UN 3091, and when they are assigned to Section II, they will be subject to appropriate restrictions; A334, as specified in SP A213, shall be applicable to this category
Lithium battery conditions and transportation under approved conditions;

7. Under Chapter 7 Marking and Labeling Requirements, its 7.2.2.3.2 (c), added an explanation for the new Class 9 lithium battery hazard label, requiring the lower half of the label to reflect the hazard category
No other words except the number "9"; at the same time, the original lithium battery handling label has been replaced by the new lithium battery label (Lithium Battery handling label)
Mark) instead, and the new lithium battery label in 2019 is mandatory, so the old lithium battery operation label is deleted; "

8. Appendix B, B.2.2.4, adds two new sets of cargo IMP codes for UN 3090, Section II of PI 968—EBM and UN 3480, Section II of PI 965—EBI.

Warm reminder: Battery-related companies must adjust the packaging and documentation of lithium batteries as early as possible to ensure the smooth transportation of lithium batteries.
