Introduction to Egypt's NTRA certification
According to the relevant regulations issued by the Egyptian National Telecommunications Administration (NTRA), all communication equipment used in Egypt, including terminal equipment and radio communication equipment, must obtain NTRA type certification.
1, product range
All communication equipment used in Egypt must undergo NTRA type certification. include:
(1) Terminal equipment
Various types of telephones
Fax machine (voice connection device)
Card-type/pay telephone
LPU (Line Protection Device)
Various types of public/private exchanges
GSM mobile station and phone
(2) Radio communication equipment:
Radio transmission/reception equipment
Satellite communication equipment
cordless phone
Radar device
(3) All indoor/outdoor, limited/wireless IT communication equipment.
2. Who needs to apply for NTRA type certification
Any person, firm or company that supplies telecommunications equipment for the first time on the Egyptian market. include:
● Any local manufacturer or authorized agency that manufactures or assembles communication products;
● Any overseas client;
●Any institution registered locally on behalf of the interests of overseas clients.
3. Standards adopted for NTRA type certification
NTRA recognizes international certification certificates and certification marks including CE and FCC, that is, telecommunications equipment applying for NTRA type certification must first meet the regulatory requirements of CE and FCC, pass relevant standard tests, obtain recognition certificates and affix corresponding marks. See Table 1 for the standards adopted by NTRA certification for telecommunications equipment.

4, NTRA certification of wireless terminal products
Wireless terminal products first consider the frequency bands they use and must comply with the provisions of the Egyptian Telecommunications Authority for radio spectrum allocation. CE and FCC have different certifications for wireless terminal products. Products based on CE certification must comply with the R&TTE Directive's relevant coordination standards on electrical safety, electromagnetic compatibility, radio frequency, and personal safety, and obtain an EU notification agency (NB) audit certificate or opinion book. Common harmonized standards are: the product name, model, software and hardware version, frequency band used, power, conforming standard, test report and technical document number will be indicated on the audit certificate or submission. The FCC mainly considers compliance with electromagnetic compatibility, radio frequency, and personal safety. Products based on FCC certification must comply with the relevant regulations of 47 CFR Part 2, Part 22, Part 24, etc., apply for and obtain the United States Telecom Accreditation Body (TCB) Audit certificate.
5. NTRA certification of telecommunication terminal products
For telecommunication terminal products connected to the public telecommunications network, CE certification mainly considers the content related to electrical safety, electromagnetic compatibility, and performance. It needs to pass, for example, EN 60950-1, EN 55022, EN 55024 and other coordinated standards, and TBR 21, TBR 38 Etc. interface performance test standards. The certification mode can adopt the way of self-declaration or obtaining NB certification. The FCC mainly considers aspects such as electromagnetic compatibility and electrical safety, and needs to comply with the relevant regulations of 47 CFR Part 68. Passing tests such as TIA-968-A, the certification mode can adopt the way of self-declaration or obtaining TCB certification.
6. Application for type certification
Submit the application form on the website of Egypt’s National Telecommunications Administration (NTRA).
Import/production license issued by NTRA.
Detailed original cataloging, technical data and equipment manuals describing the system description.
The manufacturer’s declaration of conformity or the accredited test laboratory’s test report on whether the equipment complies with relevant standards in telecommunications/radio, EMC, EMI, safety and health.
● Certificate of origin from the manufacturer.
● The cost of type certification (see Table 2).
● The terminal equipment needs two samples for testing.

7. Type certification
(1) When the equipment meets the following requirements, the competent authority will issue only one type certification certificate for the equipment with the same trademark and model:
Applicants must meet the requirements of the type certification regulations
Telecom equipment meets all relevant requirements
(2) The type certification certificate indicates the certificate holder, the certified equipment, the standards that the equipment complies with, the manufacturer and the origin of the manufacturer.
(3) If there is no unauthorized modification to the equipment that has passed the certification, the type certification certificate has no time limit.
(4) The type certification certificate does not authorize the use of approved products that provide telecommunications services to others, and stipulates that the certificate can only be used by the certificate holder. In any case where a license or Telecommunications Act No. 10/2003 is required, approved products should not be combined.
8. Factory inspection and pre-shipment inspection
Factory inspection is a part of the type certification process, which means that the laboratory should check the relevant certificates and documents provided by the production enterprise when applying for test certification, as well as the production site of the application equipment. The certificate must conform to the production and business scope of the manufacturer identified by the ISO quality system certificate. When necessary, the laboratory shall review the quality aspects of the manufacturer's product consistency and quality testing capabilities.
Pre-shipment inspection means that the accreditation body will arrange pre-shipment verification based on the results of factory inspection and testing and certification. The verification includes the content of the products and samples to be shipped, the number of samples, and so on. When necessary, the accreditation body may conduct relevant tests on the products to be shipped to ensure that the conformity of the shipped products is true and effective.

7. Type certification
