Overview of FCC Certification:
The FCC is the Federal Communications Commission. Established in 1934 by The Communications Act, COMMUNICATIONACT is an independent agency of the U.S. government that reports directly to Congress. The FCC coordinates national and international communications by controlling radio, television, telecommunications, satellites, and cables. In more than 50 states, Columbia, and U.S. territories, the FCC's Engineering Division is responsible for providing technical support to the commission and equipment accreditation for ensuring the safety of radio and wire communications products related to life and property. Many radio applications, communications and digital products require FCC approval to enter the U.S. market.

On November 2, 2017, THE US Federal Communications Commission (FCC) consolidated DoC and Verification into SDoC (Suppliers' Declaration of Conformity). SDoC certification will replace the FCC Verification and DoC certification procedures for all equipment applicable to the FCC Verification and DoC certification procedures.

The latest FCC SDoC policy has been in effect since November 2, 2017, the date of publication, but there is still a one year transition period. Products certified by FCC DoC and Verification are available for sale until November 2, 2017 with a one-year transition period ending November 2, 2018. The FCC VoC and DoC certification procedures before the transition period are always valid, but if the product is modified, recertification is required.

Important changes to FCC SDoC certification:

SDoC requires the applicant to provide the name, address, telephone number and other contact information of the responsible party for the products in the United States. The responsible party may be the manufacturer or the importer.

In the past, there were three kinds of authentication methods for electronic products: Verification, Declaration of Conformity and Certification. But now the latest FCC SDoC Certification is more simple and clear than before. Under the SDoC Certification procedure, FCC Logo is no longer mandatory.

With the FCC SDoC certification program, customers can choose to mark or not mark the FCC logo.

SDoC test Certification is not accredited at the FCC accredited laboratory, but Certification test Certification is still accredited at the FCC Accredited laboratory.

For Certification products, it will allow the use of electronic screens to render FCC IDS; If the product is too small to mark FCC ID on the product, and there is no electronic screen to display FCC ID, FCC ID shall be put in the user manual, and placed on the packaging of the product or pasted on the product with removable label.

For FCC Part 18 applications, commercial industrial, scientific, and medical products are certified by the SDoC or Cetification, commercial ultrasound products (less than 500 watts and operating frequency less than 90kHz), and non-commercial industrial, scientific, and medical products are certified by the SDoC.

Types of FCC certification

1. Self-verify
The manufacturer or importer ensures that the product is tested as necessary to confirm that the product meets the relevant technical standards and maintains test reports, and the FCC has the right to require the manufacturer to submit equipment samples or test data for the product. Self-validating devices include commercial computers, TV and FM receivers, and FCC Rule Part 18 industrial, scientific, and medical devices for non-mass consumer use.
2. Declaration of conformity
The responsible party of the equipment (generally the manufacturer or importer) shall test the products in the qualified testing institution designated by THE FCC to ensure that the equipment meets the relevant technical standards and keep the test report. The FCC has the right to ask the responsible party to submit the sample of the equipment or the test data of the products. Equipment suitable for the declaration of conformity includes home computers and peripherals, civil broadcast receivers, super-regenerative receivers, other receivers of FCC RulePart 15, television interface devices, cable system terminals, and industrial scientific and medical equipment used by public consumers in Part 18. The responsible party shall mark the equipment as follows.
3. The ID authentication
The FCC reviews the sample (or photo) and test data submitted by the applicant, and authorizes an FCC ID number to the device if it meets the requirements of FCC rules. Is suitable for the certification of equipment including low electricity transmitter such as cordless telephone, automatic door remote control, wireless remote control toys and security alarm system, Part 15 of the deliberate radio-frequency energy equipment, Part 18 mass consumer use of industrial, scientific research and medical equipment, automatic frequency conversion receiver and super-regenerative receiver, TV interface device, and a home computer and its peripherals. The responsible party shall mark the equipment with FCC ID.
